Agent Quality

All agents are classified by their level and quality. Agent quality ranges from -20 to 20. The base agent quality is modified by the agent's standing towards you and any levels you may have in the negotiation skill to give an effective quality. This effective quality affects the rewards given to you for succesfully completing an agent mission. The higher the effective quality, the better the rewards.
