The Pirates & NPC's database is a 'spoiler' page that will give you the details on any pirate or other NPC ship or structure (entity) in EVE Online, as published in the
RMR dev data export
. Note that there are three seperate views on the page:
defensive,
offensive and
other data.

Using the database
Using the database is straightforward: enter part of the name of the entity you are interested in, like 'Gurista', and the page will return a list of all known entities that match. The entities are sorted by name.
At the bottom of every page, for the defensive and offensive views, average values are listed. These values are calculated by taking all the relevant (non-zero, non-arbitrary) values of all the results of the current queries and rounding them (some are rounded up, to make them show up). For instance, if you get a list of 'Gurista' and look at its shield damage resistances, it lists an average resistance of 51 for explosive and 32 for kinetic. So, on average a Gurista will resist explosive damage to the shields best and kinetic worst.
Note that averages can be misleading. In the same example (defensive view, 'Gurista' keyword) you might expect the average Gurista to have some ladar, radar and magnetometric sensor strength. In fact, most have no such sensor strength, but there are a few Gurista entities that do, raising the average. In this case, the averages tell you that you probably need a gravimetric jammer to jam a Gurista, but that some may require additional jammers.
Defensive Data
This view lists defensive data on all the entities. This is the view you need to look at if you're trying to select the best weapons to deal with the entities. It lists their hitpoints, resistance to damage types, sensor strength, etc.
The meaning of the individual columns, from left to right:

Offensive Data
This view lists offensive data on all the entities. This is the view you need to look at if you're trying to select the best tank to fit, or if you need to know what type of electronic warfare the entities may be using. It lists their damage types, missiles, jamming strength, etc.
The meaning of the individual columns, from left to right:

Other Data
This view lists the rest of the data (besides offensive and defensive) on all the entities. It lists their bounty, speed, activation range, etc. If you're trying to figure out a specific strategy to take on a complex, this might help you.
